Atari 65XE Self Test???

I just purchased an Arcade Version Medalist Electronic Dart Board game for next to nothing, since it was not working properly. It is controlled by an Atari 65XE. I am able to turn everything on, but all I get is a self test, which seems to run fine, but just keeps looping through without loading the program on cartridge. I don't have a keyboard for the thing, so I can't break out of the loop and look into things (perhaps that is my next step). The motherboard is getting proper power and the video, ram, and sound tests seem to do fine. When I unplug the cartridge, it still does the same thing. I have reseeded the cartridge and blown out the dust (there actually wasn't much), but it still does the same thing. I am wondering if the contacts are bad on there, but the do not show any sign of build up and the board, slot, and cartridge look clean. I have also upplugged the I/O devices going to and from the board to eliminate them from the equation. I am wondering if there is a hardware problem that the test won't pass, but it doesn't show anything. ANY SUGGESTIONS???
