The cassette recorder was obsolete when it was first sold because there was the Atari 810 disk drives then the 1050 and I think the XF551's etc.
You would want an MIO (not quite so rare I found one) or ATR8000 (rare) or a couple of actual Floppy drives for your 8 bit to convert your ATR files back to the PC. There are the many ATR utilities as you have no doubt found but my real reason for replying is because I'm puzzled why you are like a salmon swimming upstream trying to take good ATR's from the PC and put the toothpaste back into the tube? :)
