There are a few things that could be going wrong. It could, indeed, be the power box, or it could also be the kind of rf (antenna/game switch) that you are using. If you are using the kind that you have to manually switch with the little black switch from antenna to game, then it probably is the power box. If you are using the automatic game switch, the problem lies in the atari's design. The atari was, I guess, never meant to use an automatic game switch. It doesnt give enough of a signal to switch it over. If the problem is a game, there is a good chance that it might be a black screen instead of fuzz. Try cleaning the games and system if you already are using a manual rf switch. If none of these suggestions help, and you find that it is the power, then try going onto ebay (an on line auction) and look just for a power box.
